[TV] Toshiba 57H81 blows fuse F850



I have found that fuse F850 (+16 volt PS) blows as soon as set is plugged
into AC outlet.  An ohmmeter probe placed on load side of fuse initially
indicates a very low resistance; however, this reading changes to
"open"---such as would be expected as an electrolytic capacitor charged up.
There are two electrolytic capacitors in this circuit.  Given that the fuse
blows almost immediately, I expected a short circuit reading.  In order to
further isolate this problem I need to separate the Power/Def PD0074 board
from the Signal PD0073 board.  These two boards are adjacent to each other
and are connected by a connector, the likes of which I have never seen
before:  Two white plastic "thingies" with 16 wires each ("wire contacts"?)
and one smaller blue "thingy" (similar wires) bridges the two boards.  How
do I "unhook" these connectors ?---they don't appear to unplug.  And any
ideas why this fuse blows immediately in the absence of an obvious short
reading?
