The first thing I would check, does it have HV. If it does then increase the
screen to see if you have no vertical deflection. If it then has raster but
no picture, then do the tuner rework in the grounds. If you have not done
this then beware it takes a good person with a solder station, to do the RCA
special solder and all the jumpers. Do this then see if the video returns,
if not then you have to look at other options. HTH.
