[TV] RCA T chip

Hello Techs:  This is a RCA ctc177AW2 chassis   I had a no power symptom, replaced the eeprom and power was restored.  I have also resoldered all tuner grounds.  However I have no scan lines at all on the horizontal phase parameter.  No video on any channels.  Is this a T chip problem?  If it is does anyone have the part # for original RCA part?
Anyone have the fix?
