NO, it is the blue tube the coolant no good so that the blue light can not come out, Video circuit is OK. the whole picture is no blue.  Only the deflection and power supply circuit get problem, The screen sometime bigger and sometimes smaller.bigger and smaller at vertically and horizontally.

Are you saying the red & green have vertical deflection but the blue does 
not?
If that is the case then the blue yoke must be defective or a bad connection 
to the yoke.
