Careful checking of the datasheets for a KIA78R12PI and a 7812
regulator state that the output max for the first one is 1.0 A while
the second one is 1.5A. Perhaps your circuit is drawing near 1A or
just over because of something like a leaky cap. The other item of
interest is the wattage rating for a KIA78R12PI increases 10 fold
with a heatsink: 1.5W to 15W.
